Advance course on white water rafting underway
ITANAGAR, Mar 28: The month long advance course on White Water River rafting cum recce organized by department of tourism in collaboration with Arunachal Adventure Association and Indian Rafting Foundation began today at Seppa. The majestic Kameng River which passes through Seppa town was the venue for the opening programme. The group of young energetic local youth selected by district tourism officials for the training enthusiastically turned up for the event. These groups of youths were given basic one month course in White Water River rafting last year by the department of tourism.
The youths will be given advance training course in the next 3 days and after that they along with team of Arunachal Adventure Association and Indian Rafting Foundation will carry out recce cum White Water River rafting from Marjingla under Chyangtajo circle in East Kameng district to Bhalukpong in West Kameng district.
The training program was flagged off by Additional Deputy Commissioner, Seppa Tapir Pada.
In his address, ADC encouraged the local youths of East Kameng to take part in more such activities which can offer them chance to be self employed in the future. District Tourism Officer Taluk Sonam briefed about the advance training program on rafting. He said training is being organized basically for the youths and stated that training will help them in the future for earning revenue and self employment generation. He thanked director tourism and secretary tourism for giving such training to the youths of East Kameng.
The chairman of Arunachal Adventure Association Chukhu Mama in his addressed informed that objective of the course is to create pool of human resource, so that these youths can train other local youths in the future. Besides creating window for self employment, the event will promote adventure tourism in the state, Mama added.
This is first phase of course and it will be followed by rafting cum recce from Daporijo to Gerukamukh and Menchuka to Pasighat.
NHPC encourages farmers, donates ambulance for Dambuk people

Roing, Mar 28: Around 2000 saplings of orange, guava and large cardamom was distributed among the farmers of Lower Dibang Valley and Dibang Valley district by NHPC Ltd here today.
The assistance was offered to farmers to help them in earning extra income and to encourage good use of their land. This is a project currently being undertaken through NHPC’s sustainable development plan.
“Such initiatives are being taken as incentives for farmers growing cash crops and to provide all necessary assistance,” said Raj Mal, Chief Engineer (C), NHPC Ltd during the ceremony.
On another occasion held on the same day, NHPC Ltd handed over an ambulance for the people of Dambuk circle. This is in continuance with its project under Local Area Development Plan scheme. NHPC Ltd had earlier donated ambulance for Arzoo and Hunli circle also.
The key of the vehicle was handed over to Wangnot Tikhak, Additional Deputy Commissioner, Roing by Raj Mal, in a simple ceremony held at NHPC’s office.
Attending the programme, Tikhak appreciated the project for taking such noble initiative and urged NHPC authorities to take up similar types of activities in the near future for the benefit of local public of the twin districts in general.
Farmers not happy with CM’s financial assistance scheme

RUKSIN, Mar 28: The farmers of East Siang, particularly the rubber planters have expressed their discontent over the policy designing of “Chief Minister’s Plantation Corp Mission”, saying that it would not fulfill the needs of the farmers.
The commercial horticulturists (planters) of the district are apprehensive that the actual and needy farmers will be deprived from the benefit as the scheme covers limited number of beneficiaries. They are unhappy to know the fact that, out of above five hundred rubber planters in the district, the nodal department plans to select only 26 beneficiaries.
State government sources informed the chief minister Plantation Corp Mission is launched
in order to give financial assistance to the horticulturists, who are involves in
Rubber plantation activity in the state. As such, the scheme is initially covering
six Upper-
As per provision in the scheme, there is financial assistance worth Rs 1lakh for ‘Tea cultivation’ per family for 1 hectare, while the amount is only Rs 80,000 per hectare for ‘Rubber planters under this scheme to meet the cost of planting materials, fencing materials and use of fertilizer etc.
Apart from this, the state government also launched another Pilot Project called “Sharing a cup of Tea Mission” covering East Siang, Lower Dibang Valley and Changlang Districts. The agriculture department is the nodal agency for implementing the project. Under this scheme, Tea Sapling will be supplied to the interested tea planters. The state agriculture department is entrusted to implement the schemes as its nodal agency.
Selection of beneficiary in this scheme will be done by a Selection Committee headed by concerned DC as Chairman, District Agriculture Officer as Member Secretary and DHO as Member. Target allotted in the district is 27 units for Rubber and for Tea 21 units during the current financial year.
East Siang District Agriculture Officer (DAO) Ojong Yomso informed that Agriculture Field Assistants are actively engaged to collect applications from the interested farmers. But, he expressed total ignorance on the financial matter in this connection.
“As per instruction made by the state government, we have arranged wide publicity of the financial assistance schemes through Radio broadcasting, but we have not received any nod regarding utilization fund” Yomso informed.

The statement also claimed that supply of raw water from water source to WTP (Water Treatment Plant) was completed last year, by installing recommended and quality pipes. The engineers of the department stated that the department is putting all efforts while assuring to make water available in nearby villages like Siluk, Aohali, Mottum, Ralling and Sigar soon within April, 2013 next. Awareness camp on domestic violence
PASIGHAT, Mar 28: A two days awareness camp on protection of women from domestic violence began today in the Deputy Commissioner’s conference hall, Pasighat. It is being organized by the ICDS headed by the Deputy Director (ICDS) Ponung Ering Angu under the chairmanship of renowned social worker Nanom Jamoh. Deputy Commissioner RK Mishra, Superintendent of Police Pushpendra Kumar, DMO Dr. M Perme, senior advocate T Pertin and women from various organizations and offices are actively participating in the programme.
Speaking on the occasion RK Mishra shared his vast experiences and stated that essentially
the motive was to empower women with the knowledge to help lead a safer life, protecting
herself from mental and physical torture. The DC said the crime rate against women
is rising in the country, but unfortunately most of cases are not reported properly
due to the ignorance. Mishra appreciated the concerned department for conducting
the campaign in the district and called upon the participants to take full advantage
of awareness camp and to disseminate the message to all stakeholders across all age

Earlier, keynote address was delivered by the ICDS Deputy Director Ponung Ering Angu. She while presenting a short history of state informed that since 2005 only 93 cases have been reported in the state out of which 35 cases are from East Siang District.
Social worker Nanom Jamoh appreciated the efforts and happily informed that there is already a traditional system in the Adi society called KEBANG for protection of women but society should welcome the initiative taken by the government in the country. Everyone should include the issue in their regular discussion and pass the information to the society to make the justice system more vibrant in the country.
In the technical session, SP Pushpendra Kumar briefed various aspects through power point presentation and focused on the need for a coordinated and integrated policy response from the diverse stakeholders as well as stronger partnerships between them.
Among others, Advocate T Pertin and Dr. T R Tasung also spoke on the occasion. They referred various case history which depicts the challenging process undertaken by Lawyers Collectively in conjunction with other women’s rights organizations, towards coalition creation and consensus building on drafting and implementing the domestic violence law. Informing that the Khandu cabinet had also in principle approved the creation of the same District with Headquarter at Basar on August 7, 2009, the DDAC said “the overdue assurance of Congress party will come more true and realistic as and when Basar is selected at least as a temporary headquarter of the newly created Lower Siang District.” The logical ground of Basar as proposed as the temporary headquarter of the newly created Lower Siang District is on the feasibility and viability factors. Basar being the ADC independent Administrative centre is capable of facilitating with its existing minimum requirement of infrastructures for immediate and temporary functioning of the newly created Lower Siang District Headquarter without incurring heavy expenditure from the state exchequer, the Committee said.
“The permanent headquarter can be conveniently finalized in the immediate future on consensus as per the resolutions of the Galo conclave of 16/12/2012 at Itanagar,” the Committee added.
Training prog on national ‘track child’ portal
ITANAGAR, Mar 28: Every Child has a right to live with dignity, to be cared for by a loving and nurturing family and to be protected from family violence, abuse, neglect and exploitation.
So as a part of the child protection data management system the Ministry of Women and Child Development, Govt, of India has entrusted National Informatics Centre (NIC) to develop a national portal on “Track Child".
A training programme on the use of software for entering datas in the National Portal "Track Child” developed by NIC was organized by the Department of Women & Child Development, Naharlagun at State Institute of Rural Development, here on March 25 for the Integrated Child Protection Scheme (ICPS) functionaries and Stakeholders.
The Juvenile Justice Boards, Child Welfare Committees, Special Juvenile Police Units from various districts of the State and Child Line, Don Bosco Youth Centre, Itanagar participated in the day long training programme.
The Secretary (WCD) while describing the relevance of this portal on "Track Child" at this present day requested all participants to pay adequate attention and efforts in the training and use the knowledge and inputs for effective implementation of giving every child dignity of life and a protected environment.
The technical session of the training programme was conducted by the Resource persons Ritam Banerjee, Senior SW. Engr and Souvik Das Gupta, SW. Engr from West Bengal State Training Unit of NIC, Kolkata.
Earlier, R T Riba, Director, Department of Women & Child Development, welcomed all the participants to the training programme. Jyotish Roy, State Informatics Officer, NIC, Itanagar gave the key note address and threw a detail light into the "Track Child", according to an official release.

Training on fish farming
PASIGHAT, Mar 28: Krishi Vigyan Kendra East Siang, College of Horticulture and Forestry, Central Agriculture University, Pasighat organized training cum demonstration programme on Feeding management of Carps at Mirem and Ledum villages of East Siang district on 25th and 26th March. S. M Hussain, SMS Fishery, delivered lecture on Fish feeding methodologies and management practices for composite fish farming system. Toge Riba, SMS Plant Protection delivered a lecture on insect pest and disease management in summer vegetable crops.
During the interaction session farmers’ quarries related to disease management in Maize and other seasonal vegetable crops were also addressed. All together 60 farmers from the two villages participated in the programme. The programme was sponsored by Agricultural Technology Management Agency (ATMA) East Siang.
Legal awareness camp
ITANAGAR, Mar 28: The eleven cases pertaining to jail inmates were taken up in one day Lok Adalat cum legal awareness camp conducted at Jully here on Wednesday by Arunachal Pradesh State Legal Services Authority in collaboration with the Registry of Itanagar Bench of Guwahati High Court.
In the awareness camp rights of jail inmates as provided under the constitution which regulates their conduct in custody were highlighted by advocates, Pritam Taffo, Sunil Mow and Dani Belo. The legal aid counsel were also appointed for all accused. The legal awareness campaign was attended by Budi Habung District Sessions Judge, P B Dutta deputy registrar Gauhati High Court and SP Papumpare Nabam Gungte.

ITANAGAR, Mar 28: The Adi Students Union is ‘genuinely’ taking up the issue for exclusion of the Adi inhabited land and habitations from Lower Siang district.
Informing that the state government has decided to keep at abeyance the notification of the newly created Lower Siang District in order to ascertain the traditional boundary as submitted by the aggrieved group of Adi landholders, AdiSU said “we must appreciate the decision of the government to study and realize the need for wide consultation in a free and fair manner to understand the ground realities of the local area and the people.”
The AdiSU has full confidence and faith on the endeavour of the state government in upholding the fundamental rights of the people as it has been done earlier in many other cases, AdiSU added.
“Let us not dictate, instead wait for the wise decision of the present state government which is very particular about the welfare of the common masses under aegis of the East Siang, Deputy Commissioner,” it said.

ITANAGAR, Mar 28: The Ego Bango Intellectual Forum today sought notification on Lower Siang along with other three districts saying that delay in declaration of notification would be unfair to the people of region. Forum further appealed to the government for considering the district headquarter by considering feasibility of a place.

ITANAGAR, Mar 28: The F & G Sector Welfare Committee, Itanagar today expressed its resentment over the deplorable road condition. In a letter addressed to Urban Development department, the sector committee said that due to bad road people in the sector facing hardship. It said school and milk van and fire brigade and gas cylinder van cannot pass to sector road due to poor condition. It appealed to department for immediate restoration of sector or approach road.

Stop mushrooming of FPS: Association
ITANAGAR, Mar 28: The Arunachal Pradesh Fair Price Shop Dealers Welfare Association today urged the authority to stick to its earlier decision for banning of new fair price shops license subject to limited license as may require after looking into feasibilities by the competent authority and to review the functioning of all existing fair price shops and to cancel defunct and economically not viable, in order to streamline the public distribution system.
In its representation submitted to secretary Food and Civil Supply Department, association said that mushrooming of fair price shops reduced the allocation of food grains to existing fair price shops resulting insufficiency of grains to consumers. Association further said that existing fair shops are enough to distribute PDS items. It said “authority in its order dated 11th February 2010 said that banning of new fair price shops license subject to limited license as may require after looking into feasibilities by the competent authority and to review the functioning of all existing fair price shops and to cancel defunct and economically not viable.”

Felt cheated after writing the exam
Dear Editor,
Through the column of your esteemed daily, I would like to voice my contempt against the Examination conducted on 24th March 2013 for the Recruitment of Junior Engineers (EM) in the Department of Hydro Power. Being a student of Computer Science & Engineering, I was pretty excited at first about appearing for this exam since opportunities rarely come knocking for our department in the state government. But I feel cheated after taking the said examination. To quote one of our friends who was in the same room with me, “This was a disaster. A complete mockery of any examination conducted till now by an Engineering Department!”
The Department of Hydro Power in its advertisement published on this daily the 12th of October 2012, mentioned 2 (two) Junior Engineer (EM) posts for which diploma graduates of both Computer Engineering and Electronics Telecommunication Engineering were eligible to apply. Going by their advertisement, both the disciplines were equally preferable for the post. The technical paper was completely biased and any candidate from computer science stands no chance for securing even the qualifying marks for selection. Out of the 100 marks in the technical paper more than 70 per cent of the questions were from electronics branch. We were astounded and raised our objection to this gross injustice. A good one hour after the commencement of exam, the concerned authority came up with a unique and bizarre solution. An official came and wrote 3 questions on the blackboard in front of us giving us an option to choose from those or the ones given in the question paper. He then assured us that extra time would be given to us in the end to make up for the lost time. My question to the concerned authority is, is this the way examinations for a coveted post such as Junior Engineer be held from now on? We are not appearing for a school examination where a teacher would come and make some last ditch corrections in the question paper. If you were to set a question paper keeping in mind the proportion of candidates appearing for the said post, then 70 per cent of questions should have been from computer department.
Computer Science and Engineering Students have been widely overlooked and undermined and this latest incident did no good to us either. The number of diploma and degree graduates in computer science and engineering are a vast majority and is second only to civil or electrical branches, but the treatment of Engineering Departments of the State towards us is discouraging to say the least. Computer Science & Engineering Department is a full pledged Engineering department and we are as proficient and equally qualified as other departments of engineering. We honestly deserve more from the concerned authorities.

Left, right, everywhere you need “Sifarish”
Dear Editor,
I would like to attract the kind attention of the concerned citizens of the Arunachal towards the trend which predominantly exists in the state that the interference of political leaders or so called “big bosses” in the various offices of the state is at uncontrollable situation. They are on the way to drag down the image and pride of the state. When we pay a visit to some offices we get to see many of their relatives and their workers stroll into the office with piece of papers in their hands. Those pieces of papers are nothing but the note or recommendations or so called “sifarish” of the political leaders asking the officers to do something in their favour. Those leaders write a note on the piece of paper demanding ‘work orders’ and other related works to be given to their relatives and their closed ones. If this be the condition of the state, what would be the options for those unemployed youths, innocent and virtuous businessmen and contractors??? Well, I assume, there will be more thefts, insurgencies, extortions, and so on, and notably, perhaps the formation of more unions or associations. Some leaders even try to interfere in the offices of the other districts. If the leaders of other district interfere in the other district, what would native people do??
Therefore, I would like to urge all the concerned citizens to criticize such selfish leaders who are concerned only for their own interest. They are those political leaders who know nothing other than to indulge in corrupt practices and they are never to be supported and encouraged.

Dignity of honest promise be restored
Dear Editor,
Apropos to the explanation given by the secretary planning(Govt.of A.P)regarding
the delay and deprivation of CM talent award to the deserving students it may further
be added that the Govt should go for quick investigation of the matter so as to confirm
whether entire process got delayed due to red tapism or misappropriation. The situation
becomes dubious and the promise seems to be half and hollow. Some of the students
only received half of the award, that is Rs.10000/-
There are many more students whose dream of owning laptop is still yet to be fulfilled and their talents are yet to be recognized by the government.
The students are feeling frustrated and it is high time that the matter may kindly be brought into broad day light so that due transparency is established and the dignity of an honest promise in the field of education is restored.

its quality. But, I was greatly disappointed and dejected with the quality of editing

It is not a small mistake as such mistake could bring misunderstanding among the people. Your daily is browsed and accessed across the India as well as overseas. They may get wrong impression and can wrongly pronounce its actual stand for meaning. Adi Bane Kebang is a respectable organization and they represent Adi community and their interest in higher level.Therefore, such an error should be avoided in future.

I think, district headquarter is not everything for Lower Siang District. We have
enormous human development index to be enhanced. Let’s not our focus be only for
the DC/SP and other HOD Offices. Very soon, after the establishment of the District
Infrastructures, we have to look forward for many other human development aspects
like roads, bridges, the establishment of educational institutes, hospitals, corporate
& other business establishments etc. Sometimes, in the wildest of my mind, I think

Researchers from 15 developed and developing countries have called for better global coordination of research and prevention efforts against cancer, which kills 7.5 million people each year.
A joint report published this month in Science Translational Medicine focuses on five areas that will help slash cancer cases and deaths. Cancer currently accounts for 15 per cent of all deaths.
These areas are the keeping of better and more coordinated registries, stronger action on prevention, easier and cheaper screening methods, better access to treatment, and the open exchange of research findings.
